HCRA Welcomes New Board Members

Patricia Perkins and Kim Westfall-Connor Join HCRA Board of Directors

TORONTO, March 20, 2025 – The Home Construction Regulatory Authority (HCRA) is pleased to announce the appointment of Patricia Perkins and Kim Westfall-Connor to its Board of Directors.

“I am delighted to welcome our newest members to the HCRA Board,” said Terence Young, Chair of the HCRA Board of Directors. “Pat and Kim’s leadership will be invaluable as we advance consumer protection and continuously improve the homebuilding industry.”

Ms. Perkins, appointed by the Minister of Public and Business Service Delivery and Procurement, brings extensive experience in politics, governance, and municipal finance. She served as a Durham Regional Councillor for 18 years, including eight as Mayor of Whitby, and as a Member of Parliament for Whitby/Oshawa. She has also served on various boards dedicated to housing, conservation, and public service.

Ms. Westfall-Connor has extensive experience in governance and professional regulation. She served as Chair of the Board at the College of Massage Therapists of Ontario and has contributed to administrative law adjudication with the Human Rights Tribunal of Ontario and the Ontario College of Teachers. She holds an LLM in Health Law from Osgoode Hall Law School, with a focus on improving professional regulation in Ontario.

About the HCRA

The Home Construction Regulatory Authority is responsible for regulating and licensing the people and companies who build and sell new homes in Ontario. The HCRA enforces high professional standards for competence and conduct in the homebuilding industry, giving new home buyers confidence in one of the biggest purchases of their lives. The HCRA also maintains consistency across the sector, curtailing unethical and illegal builders.

The HCRA is governed by a nine-person Board of Directors, consisting of six elected members and three appointed by the Minister of Public and Business Service Delivery and Procurement. The Board provides strategic leadership to the HCRA, ensuring strong consumer protection and effective oversight of Ontario’s homebuilding sector.
